Sign-in methods themselves (Google, Microsoft, email/password, and SMS second factor) are available on every tier, including Spark. What Scale and Enterprise buy is the admin policy over them, plus SCIM.
Why there is a dollar minimum.
Growth and Scale each carry a monthly dollar minimum, not just a per-seat price: Growth is billed at the $99/mo minimum until you pass 25 active members ($99 ÷ $4/seat), and Scale is billed at the $299/mo minimum until you pass 43 active members ($299 ÷ $7/seat, rounded up). Past those counts, you pay the per-seat rate for every active member. The minimum only protects the floor, and it never charges you for seats you do not have.
The annual discount (−18%) applies to the per-seat rate. The dollar minimum floor stays the same either way.
Bigger teams pay less per seat.
Scale is graduated: each price applies only to the seats inside its band, so growing never reprices the seats you already have.

Example: 250 seats is $1,600 a month ($6.40 per seat on average). Scale above 500 seats is billed annually by invoice. Growth stays a flat $4 per seat.
